The China National Intellectual Property Administration (CNIPA) recently issued a 2025 Work Plan for Administrative IP Protection which contains provisions on strengthening protection for foreign-related IP matters. Specific measures include the following:

• establishment of regional bodies to assist local enterprises in dealing with foreign-related IP matters within their regions;
• improving services for protecting foreign IP rights and handling disputes in a fair and just manner;  
• strengthening the construction of local centers to assist local private enterprises to secure advice on dealing with IP disputes occurring overseas;
• improving overseas “risk warning” mechanisms including monitoring and alerting enterprises to possible disputes such as “337 investigations” in the US, cross-border e-commerce litigation, and malicious trademark registration; and
• strengthening coordination and collaboration with relevant authorities to manage the export of IP-protected technology.
